So I went through to get the last hidden acheivement of attaining a level 5 dwelling (only the best a worker can have!), and found that while I expected it to come on day 24, it was avaliable on day 22, when I didn't adopt my neice.
Has anyone else had Appt. 5 avaliable earlier than day 24?
I poked around the game files and I'm sure that the apartments are not offered on fixed days but depend on amount of saving and days since last upgrade option.
Here's my new theory (haven't tested it so didn't change the article):
There is a counter that starts at 8 and comes into play when the rent goes up (on day 4). The counter decreases by 1 each day. When the counter reaches 0 or negative and the inspector has more than 20 credits available, the game offers a better apartment. After each move-in, 5 is added to the counter, so there needs to be at least 5 days between move-ins when moving to a better place. If the inspector could move but doesn't, 2 is added to the counter, making it possible to upgrade a little later, granted that there more than 20 credits in savings.
If the inspector has less than 20 credits, option to move to class 8 becomes available. Downgrading adds 4 to the counter, making it possible to upgrade in 4 days if there are enough savings then.
So, yeah, there. As I said, I haven't tested it thoroughly but I think day 22 is indeed the earliest possible day you can get class 5.
It's right there in the first message: we need to find out if the game offers a better apartment when the inspector has less than 20 credits at the end of the day. We also need to check if the aforementioned counter actually exists because I don't think the apartments become available on fixed days.
It seems consistent, although I can't positively confirm that. I ended up poor (C<20) through days 12-20 on my first playthrough and never got any offerings of new apartments from my class 7...
I can definitely confirm the existence of some delay or counter after every change... Because after downgrading around day 17, I don't seem to remember get anything offered to me at until ~ day 25. I might double check screenshots and the like to test that out sometime if I'm not too busy.
According to this theory if you want to get the class 5 apartment the last day you should upgrade from a class 8 is 14, correct? Any later than that and there will be not enought days left to do the 3 upgrades.
Assuming my math is correct, this should be added as a note on day 14. The latter you upgrade the more you save, but you can't postpone beyond that.
Getting a class five only provides costs, no benefits. If you're doing it for the Steam Achievement, then the simplest way I can see is to not pay for heat and food until you only have one family member left. If you don't get fined, you adopt your niece and you take the bribes (and don't take the EZIC money) then you should be able to get a class five quite early, because you're saving 15 credits a day on food for the family members who died. You can then downgrade to get back 225 of the 300 credits you paid, and pay the lower rent for the rest of the game. I have moved straight from a class eight to a class six. If it's possible to move straight from a class eight to a class five and then downgrade immediately after, then that would give you the most money at the end of the game as you've paid the higher rent for the shortest time possible. You need to be confident that the game will offer you the chance to move straight to class five though. I assume it would only happen if you had over 200 credits in savings.

But... a class-7 upgrade is offered on day 18, which means, according to the theory, that it will not be offered on day 19, making 18 the last possible day.
Also, I wonder what is the best strategy? To get a 5 class the sooner you can (day 22) and then downgrade whenever possible to get the refunds, or to postpone upgrades untl the last possible day.
I tested this and it did not work: went from Class 8→7 at the end of Day 18; went from Class 7→6 on Day 23… from there on out, I had 100 credits or more in Savings all the way up til the end of Day 31, but was never offered a Class 5 apartment.
