is it technically true to say that the person who jumps the barrier dies no matter what? Surely if you shoot them with the tranquilizer before they're shot by the guards their fate is unknown. Sure, they'll likely be arrested and executed but y'know, nothing confirmed (especially with the added "at latest, after they throw their grenade"). Maybe amend to say that "The person who jumps over the wall will always be shot (at latest, after they throw their grenade)"? Not confident enough in my personal Papers Please knowledge to amend this myself.
