Day 4 is Friday, November 26th, 1982 in story mode. The Ministry of Admission institutes stricter credential requirements.

Gameplay changes

Rules in effect

• Wanted criminals must not enter (not in the rulebook)
• All denials must be accompanied by reason for denial (not in the rulebook)
• Entrant must have a passport
• Arstotzkan citizens only
• All documents must be current
• NEW: Foreigners require an entry ticket
• NEW: Arstotzkan citizens must have an ID card
• NEW: Foreigners require an entry permit instead of an entry ticket
• Workers must have a work pass
• No weapons or contraband
• Diplomats require authorization
• Foreigners require an ID supplement
• Asylum seekers must have a grant
• Confiscate Arstotzkan passports belonging to Altan residents
• Entrant must have polio vaccine certificate
• Foreigners require an access permit
• Confiscate all Arstotzkan passports
• NEW: All Kolechians must be searched

Events

• The first entrant always has valid papers.
• The third entrant has a now obsolete entry ticket instead of an entry permit. Their entry should be denied.
• The fifth entrant is a female Imporian coming to visit her son. She has an expired entry permit, despite entry permits just being introduced. Interrogating her but then allowing her entry anyway will unlock the Impor token and a related achievement but will also lead to a citation. Allowing her entry without first interrogating her about the expired entry permit will result in no token being given.
• Unless Arstotzkan, the seventh entrant has a wrong name on their entry permit. Their entry should be denied. If the seventh entrant is Arstotzkan, their papers are valid.

  

  A unique citation issued upon approving Jorji Costava's fake passport.

• The eighth entrant is Jorji Costava with his fake passport. Allowing him entry will lead to a citation but will also unlock the Obristan token and a related achievement. The same token and the achievement can be unlocked without a citation on day 11, so denying Jorji has no consequences at this point.
• The ninth entrant is an Arstotzkan citizen. Their papers are not necessarily valid.
