Day 4 is Friday, November 26th, 1982 in story mode. The Ministry of Admission institutes stricter credential requirements.

Rules in effect[]
- Entrant must have a passport
- All documents must be current
- NEW: Arstotzkan citizens must have an ID card
- NEW: Foreigners require an entry permit instead of an entry ticket
Events[]
- The first entrant is a foreigner with valid papers.
- The third entrant is a foreigner with a now obsolete entry ticket instead of an entry permit. Their entry should be denied.
- The fifth entrant is a female Imporian coming to visit her son for a 6 month stay. She has an expired entry permit, despite entry permits just being introduced. Interrogating her but then allowing her entry anyway will unlock the Impor token and a related achievement but will also lead to a citation. Allowing her entry without first interrogating her about the expired entry permit will result in no token being given.
- The seventh entrant is a foreigner with a wrong name on their entry permit. They will always have no known aliases and their entry should be denied.
- The eighth entrant is Jorji Costava with his fake passport. Allowing him entry will lead to a citation but will also unlock the Obristan token and a related achievement. The same token and the achievement can be unlocked without a citation on day 11, so denying Jorji has no consequences at this point.
- The ninth entrant is an Arstotzkan citizen. Their papers may or may not be valid. The day will continue until this point even if the clock reaches 6pm.
