A M.O.A. citation is a document given to the inspector should he violate immigration protocol. This document is generated in the following cases:
- Denying an entrant whose documents are all correct.
- Approving an entrant whose documents contain uncleared discrepancies, one who is missing documents, or who is presenting multiple conflicting passports (the latter is only for Nathan Cykelek on day 14 when he presents 2 passports).
- Allowing entry to a person who appears on the wanted list.
- Unauthorized passport confiscation.
- Not confiscating required passports from Arstotzkans when mandated.
- Not giving a reason for denial when required.
- Allowing entry to a person who is carrying weapons or contraband.
- Giving access to entrants from countries whose citizens are banned from entering.
- Approving Jorji Costava with a fake passport of Cobrastan.
- Approving a Kolechian without searching on day 7.
The inspector can choose to violate protocol in spite of receiving a citation in order to receive tokens, bribes, or to trigger or avoid certain events. For example, permitting Elisa Katsenja to enter (even though she only has her passport) will allow her to reunite with Sergiu, and the inspector may receive a gift of 100 credits at the end of the following day.
Citations cannot be completely avoided due to the encounter with Jorji Costava on day 29, which always results in a citation because of unauthorized passport confiscation.[1]
The citation is given approximately three seconds after the entrant departs the booth should the inspector make a mistake, roughly when the entrant is half-way between the booth and the dotted lines on the path just before the signpost.
Effects[]
Receiving a citation means the inspector will not get paid the usual five credits for processing the pertinent entrant. The first two citations given each day are only warnings. After these, the inspector will be penalised for each visitor processed incorrectly: the next two citations will result in a penalty of five credits. Each subsequent citation received that day will then increase the penalty by five credits (so the pattern is 0, 0, 5, 5, 10, 15, 20, 25, 30, and so on). The number of citations alone does not end the game, but the game will end if the inspector cannot pay the penalties and goes into debt.
The number of citations affects the plaques the inspector will receive on days 10 and 20 but this has no effect on actual gameplay.
