This page lists fixed characters in Papers, Please. In addition to the characters below, the game also has scripted minor encounters and procedurally generated entrants whose attributes change every playthrough. See separate articles on each day for all scripted entrants and their order.

Some of the fixed characters below may have randomized elements; for example, the name of the Antegrian whistleblower is always procedurally generated.

Inspector's father	Mentioned by a female entrant on day 19.
Inspector's sister	Is mentioned as having been arrested on the end-of-day screen on day 21.	The game files contain a scripted event where the sister would lend the inspector 170 credits, but the event is not used in the release version.
Inspector's son	Name seen on the end-of-day screen since day 1	Increases food expenses by 5 Credits if alive. Gives the inspector a Son's Drawing if alive on day 20 and if the gift is given on day 18.
Inspector's uncle	Name seen on the end-of-day screen since day 1	Increases food expenses by 5 credits if alive.

Julia	Seen in the photo given by a vengeful father on day 29.
Obristan inspector	Seen in cutscenes for endings 16 and 18.	Lets the inspector and his family into Obristan on day 29, 30, or 31.
Timofei Wee	A counterfeiter mentioned in an ad Jorji Costava shows the inspector.	Money needed to get ending 16 or 18 technically goes to him.
